Announcement of January-February 2009 Local Election
The Election Committee of the San Diego Local (Local 5) of the Coalition of University Employees announces the opening of nominations for the following offices:
- Vice President (term expires February 2011)
- Secretary (term expires February 2011)
- Treasurer (remainder of two-year term on vacant position, expires February 2010)
- Members-at-Large to the local Executive Board (8 positions, terms expire February 2010)
- Seven members-at-large representing each of seven vice-chancellor areas
- Academic Affairs
- Business Affairs
- External Relations
- Health Sciences (excluding the Hillcrest Medical Center)
- Marine Sciences
- Resource Management and Planning
- Student Affairs
- One member-at-large representing the Hillcrest Medical Center
- Local 5 Representatives to statewide Executive Board (three positions; terms expire February 2011)
- Local 5 Representative to Statewide Election Appeals Panel (term expires February 2011)
To run, a candidate must be a member in good standing of Local 5 of the Coalition of University Employees. Also, no member may hold more than one position on the Local Executive Board, except for the statewide representatives, who may also hold a seat as a local officer or member-at-large.
Nomination Procedure:
Candidates must be nominated by another member in good standing of Local 5 of the Coalition of University Employees.
Nominations for candidates will be accepted beginning January 14, 2009. Nominations may be made in one of three ways:
- By mail to the CUE Election Committee, P.O. Box 927817, San Diego, CA 92192
- By e-mail sent to local5elections@netscape.net
- In person, at the general membership meeting in the Bamboo Room in the old Student Center (next to Groundwork Books) at Noon, Wednesday, January 14th, 2009.
When making a nomination, please be sure to include your name, the name of the member of CUE Local 5 you are nominating, and the office to which you are making the nomination.
Nominations close on Monday, January 19th, 2009, at 4 P.M.
Election Timetable:
January 14, 2009: Nomination period opens. The Election Committee will begin opening of nominations received via U.S. Mail and e-mail on this date.
January 14, 2009, Noon: Nominations accepted at the General Membership Meeting, the Bamboo Room of the old Student Center (next to Groundwork Books).
January 19, 2009, 4 P.M.: Nomination period closes.
January 21, 2009: All nominees informed of nomination.
January 22, 2009: List of nominees will be posted on both the statewide CUE website (
Local Elections page) and the
CUE-San Diego website. Anyone wishing to challenge a nomination has 10 days to file a challenge with the Election Committee via e-mail or fax.
January 26, 2009, 5 P.M.: Deadline for nominees to submit a written acceptance of the nomination. Acceptance may be faxed to 619-296-6108 or e-mailed to
local5elections@netscape.net.
January 26, 2009, 5 P.M.: Candidates wishing to have a statement mailed with the ballots should furnish a Candidate Statement to the Election Committee via e-mail or fax. The Candidate Statement should be formatted to one side of an 8.5" by 11" sheet of paper. Candidate statements may be faxed to 619-296-6108 or e-mailed to
local5elections@netscape.net.
January 29, 2009: Copies of candidate statements will be delivered to the worksite of candidates so candidates may prepare rebuttal statements if they choose.
February 1, 2009, 5 P.M.: Deadline for membership to challenge the nomination of a candidate.
February 2, 2009, 5 P.M.: Deadline for rebuttal statements to be submitted to the Election Committee via e-mail or fax. Rebuttal statements should be formatted to one side of an 8.5" by 11" sheet of paper. Rebuttal statements may be faxed to 619-296-6108 or e-mailed to
local5elections@netscape.net.
February 10, 2009: Ballots mailed to membership.
February 24, 2009: Postmark deadline for ballots returned.
February 27, 2009: Ballots counted: Time and Location to be Announced.
Any protest concerning the election must be filed in writing with the local Executive Board (see
www.cuesd.net for mailing address and e-mail links) within 10 days following the election. Protests will immediately be forwarded to the local Election Committee, which will conduct an investigation and make a determination to be presented to the local Executive Board.

Local 5 Offices and Duties
Local Vice President
- The Vice President will assist the President in his/her duties as the Chief Executive Member of this union, charged with administering the affairs and executing the policies of the union as determined by the general membership and the local Executive Board, and will perform the duties of the President in his/her absence.
- The Vice President is an ex-officio member with voice, but no vote, of the local Election Committee, except when the Vice President is a candidate for office.
- The Vice President may co-sign checks.
Local Secretary
- The Secretary is a member of local Executive Board
- The Secretary shall be responsible for recording, publishing, and distributing the minutes of all meetings of the general membership and of the local Executive Board
- The Secretary shall be responsible for arranging and publishing annual meeting schedules.
- The Secretary shall maintain detailed written records of votes and decisions of the local Executive Board, including the names of each board member present and how they voted.
- The Secretary is responsible for maintaining content on the local's web site.
- The Secretary is an ex-officio member with voice, but no vote, of the local Mobilization/Education Committee.
Local Treasurer
- The Treasurer is a member of the local Executive Board.
- The Treasurer shall receive and receipt all monies of the local union, which are to be handled at the local level.
- The Treasurer shall prepare an annual fiscal report of the San Diego local #5 accounts within 60 days of fiscal closing each year.
- The Treasurer shall act as the custodian of all properties of the local union.
- The Treasurer may co-sign checks.
- The Treasurer is an ex-officio member with voice and vote of the local Finance Committee.
Members-At-Large to the Local Executive Board
In order to provide broad representation on the local Executive Board, the general membership shall elect one member-at-large to represent each vice-chancellor area and one to represent the Hillcrest Medical Center. Members-at-large have a seat and a vote on the local Executive Board.
Representatives to the Statewide Executive Board
Local 5 (San Diego) sends three representatives to the statewide Executive Board with voting privileges on all statewide matters.
Each of the three representatives is also a member of the local Executive Board with voice but no vote on the local board unless the representative concurrently holds an elected position on the local Executive Board.
These representatives shall be responsible for keeping in touch with the San Diego jurisdiction and shall bring knowledge of the members' positions to the local and statewide Executive Boards.
Statewide Executive Board representatives shall make regular reports of all statewide Executive Board meetings at the following local monthly general membership meeting.
Representative to the Statewide Elections Appeals Panel
Local 5 (San Diego) sends one representative to the statewide Election Appeals Panel.
According to CUE's statewide constitution, any member can lodge a challenge to the eligibility of nominees and/or a protest concerning the conduct of an election with the local or statewide election committee prior to the election or to the local or statewide executive board following a ballot count. Any protestor or nominee adversely affected by a decision may file a written appeal with the Election Appeal panel.
This representative is also a member of local Executive Board with voice but no vote on the local board unless the representative concurrently holds an elected position on the local Executive Board.
