San Francisco, Dec. 16 - University of California Regents are expected to protect bloated management ranks while forcing workers and students to shoulder the impact of state budget cuts.
Outraged by the University's proposal to hike fees, cut wages and inflate enrollment, workers and students will protest the proposal. "This is the rainy day UC has been saving for," said Margy Wilkinson, chief negotiator. "The University has invested in pricey managers, not front-line faculty and staff. Now is the time to use UC's 4 billion unrestricted dollars, to serve students and prevent greater staff turnover."
As recently as early November, management was celebrating strong financial growth. Senior Vice President of Business and Finance Joseph P. Mullinix trumpeted an 11% increase in operating income, increased grant and revenue income, increased state funding and increased private donations. UC's response was to offer workers a net pay cut: increased health care premiums, co-pays and parking fees, while eliminating merit (longevity) raises.
Top-level managers received increases up to 25% last year.
The Coalition of University Employees represents 18,000 assistants, librarians and administrative workers. Clericals shut the University down with successful strikes at Berkeley/Office of the President, Davis, Riverside, Santa Barbara and Santa Cruz campuses earlier this year.
