The following procedures for the CUE statewide officer elections were adopted by the Elections Committee. Subsequently,
clarifications have been made to aid in the interpretation of the committee's intentions.
- Candidates statements: Candidate statements shall be organized in
the following manner:
- Each candidate will have 400 words for their statement of purpose,
vision, pitch, etc.
- Immediately below this statement, each candidate will be able to
list (i.e., not complete sentences or paragraphs) their experience/credentials
within CUE (committees, responsibilities, offices held, etc.) including up
to 10 items maximum. Candidates may include up to 3 items in relation to
experience earned in other organizations at the end of their list if the
total list contains no more than 10 items.
- Endorsements: Up to 12 endorsements can be listed by each candidate
in a separate section below their statement and experience synopsis.
Endorsements in this section are defined as being individual members of CUE
(with offices or CUE responsibilities listed for identification purposes
only). If an endorsement comes from another candidate for a statewide
office, the particular office for which they are competing can be
identified as well. In any case, no more than three such labels may be used
as identifiers for any one endorsement.
- Any experience or endorsement that does not fit within the
parameters of 1.b) or 1.c) may be included as part of the candidate's statement
described in 1.a). The only exception would be endorsements from individuals/organizations which supervise members of the bargaining unit CUE represents.
- Candidate Mailings: Each candidate can prepare and send one mailing
to the entire statewide membership which the Elections Committee will
organize getting out (placing labels and postage on stuffed envelopes or
coordinating with our mail house, etc.). Printing costs for this mailing
can be no more than $500/candidate. This, along with postage costs, will be
paid by CUE. Alternately, the candidate could choose to send this mailing
by e-mail with the USPS being used to reach members who are not reachable
by e-mail. Which method to use is at the sole discretion of the candidate.
The mailing must be received by the Elections Committee or arranged to be
delivered to the mail house/print shop) between June 15 (close of
nominations) and July 21 and we will endeavor to get it in the mail within
one calendar week of receipt.
- The CUE website will host a section for the statewide election that
will include: an approved timeline, text of mailings and candidates
statements and responses, and the e-mail address or substitute contact
information for each candidate. Photos will be included to identify
candidates barring technical inadequacies. The Elections Committee takes
responsibility for posting only information that is confirmed by the
candidates themselves.
- E-mail addresses and contact information for each candidate will be
provided on all communications to the membership which are sent out by the
Elections Committee.
- On-line real-time chat room discussions will be organized and
scheduled for each contested position and their schedule including
technical directions on how to participate will be sent to all CUE members
for whom CUE has an e-mail address.
- A CUE-elections e-mail list will be set up within one week after
the close of nominations which is separate from the activist list so that
members who are interested can participate in on-going dialogue regarding
the various candidates and their positions and qualifications.
- Candidates and/or their supporters shall not have access to CUE
e-mail lists either by campus or statewide for the purposes of sending out
campaign information.
- The Elections Committee will organize specific dates when e-mails
including statements from each candidate running for a particular contested
office shall go out to all members with e-mail. The Elections Committee
reserves the right to group more than one office per e-mail at its own
discretion. Candidates who do not submit a statement to the Elections
Committee by a deadline, depending on the office they are seeking, provided
to all the candidates within 48 hours of the close of nominations will
forfeit their right to have their materials included in that e-mail. There
will be no word limit for these statements, but they will be organized by
length so that the shortest statement (as counted in number of words by MS
Word) will appear at the top of the message and longer statements will
follow within the same message.
- Each candidate will, upon request after the deadline to submit
candidate statements has passed, receive one free hard copy of CUE
statewide membership phone lists.
- No campaign fundraising is allowed. Statewide CUE will provide an
expense account of $750 for each candidate to use for campaign expenses to
cover items not excluded from counting towards the spending limits as
listed above. Clarification
- Phone bills run up and paid for campaign purposes shall not be
counted as money raised or spent as it relates to the spending limits cited
above for the purposes of this election. On the other hand, gifts or the
renting of phone lines (as in a phone bank) will count towards the spending
limit except for (no more than two) phone lines per personal dwelling of
volunteer campaigners. Clarification
- Similarly, staying over at a private home while visiting other
campuses shall not count towards the spending limit although hotel or motel
bills will. Clarification 1
The cost of personal meals (but not food or drink for anyone
other than the candidate) shall not be counted towards the spending limits
either. Clarification 2
Note: Members interested in seeking guidance in our
Constitution regarding
elections, should either contact their campus CUE representatives or look
on the web. Relevant sections include: V (Statewide Structure); VI (Elections), and Appendix A
(Elections Code).
