Proposed Amendments to Statewide Constitution

A proposal to amend CUE's constitution was sent to the membership for a vote in August 2004.

What follows is a record of the vote count on the constitutional amendment on which members voted in August. These figures reflect the fact that not enough people voted, yes or no, for the vote to count or be binding.

ballots mailed to members: 5307
needed for quorum: 2123 (40%)

ballots returned by members: 716
valid ballots: 659
valid returns: (12.6% of ballots sent)

ballots not counted:
set aside for membership verification: 16
not signed: 4
not a member: 1
voted twice: 1
no name on envelope: 25

Voted:
Yes: 384 (58.3% of those voting)
No: 275 (41.7% of those voting)

In summary: Because fewer than 40% of our members participated in the vote, the outcome is not binding and the amendment was not adopted.

The proposal called for a delegated convention to be held every 2 years, outlined the authority given to the convention, and described the formula for elected delegates and fiscal responsibility. Changes were proposed throughout the constitution to refer to conventions, the authority to bring issues to the membership, and quorum changes affected by that process.

Details of the proposal and arguments pro and con are found below:
