CUE has filed numerous Unfair Labor Practice (ULP) charges with the Public Employment Relations Board (PERB) against the University of California. Here is a list of the ULPs pending before PERB. These are the basis for the ULP strikes that have been authorized at various CUE locations around the state.

- PERB Case No. SA-CE-199-H: Electronic communications policy unlawfully discriminates against protected Union activity; unreasonably regulates employee organization use of institutional means of communication; and by UC's enforcement of this policy, interferes with, restrains and coerces employees, because of the exercise of Union rights.

- PERB Case No. SF-CE-625-H: Unilateral changes in promotion standards for "floater" employees, at all of the University's campuses statewide that use "floater" employees, including Berkeley, San Francisco, and San Diego. (Settled Dec. 5, 2002)

- PERB Case No. SF-CE-634-H: Unilateral changes in parking benefits at the University's Berkeley campus, by refusal to offer Berkeley clericals the same new parking and transit discounts and subsidies as were offered to other employees, in violation of an express agreement to the contrary.

- PERB Case No. LA-CE-719-H: Unilateral change in wages by discontinuing incentive award program at the UCLA Medical Center; retaliation against CUE-represented employees by discontinuing incentive award program; direct dealing/interfering with employee rights to be represented in negotiations.

- PERB Case No. LA-CE-727-H: Failure and Refusal to provide information for processing a CUE sexual harassment grievance. (Complaint issued Dec. 18, 2002)
- PERB Case No. LA-CE-728-H: UCLA Medical Center (Pediatrics Department). Failure and
refusal to bargain with CUE over proposed changes to employee schedules;
direct dealing with employees over hours and other negotiable subjects;
unlawful interference with protected employee rights, by communicating false
information to employees about CUE's position in negotiations and by
otherwise discouraging the process of collective bargaining. (The University
has rescinded its proposed changes and formally retracted its misleading and
unlawful statements to the employees, prior to issuance of a PERB
complaint.)
