Tentative Agreement reached during mediation

December 19, 2005

The CUE and UC bargaining teams were able to arrive at a tentative contract agreement at 5:45 am on Thursday, December 15, 2005, using the state mediator's framework and leadership for developing a comprehensive settlement. Paul Roose of the State Conciliation and Mediation Services facilitated the mediation proceedings.

CUE was successful in obtaining a contract with wages that are consistent with the compact signed between the Governor and UC president Dynes. Over the next three years, members of the CX (clerical) bargaining unit will receive approximately 12% in across the board wage increases, contingent upon the state budget allocation, and additional equity increases. In the first year of the agreement there is a 3.5% increase to be effective retroactively to October 1, 2005. Library Assistants will also receive a 5% market equity adjustment in addition to the 3.5% across the board salary increase for 2005.

The negotiated agreement contains current contract language and enhancements which reflect the mutual interests of clerical employees and UC management. One very important guarantee regarding changes to the retirement system is also addressed in the agreement.

Both teams, CUE and UC, will meet during the week of December 19 to finalize all contract language. Once the language is finalized, and before members vote, the language will be published on CUE's web site and in emails to the jurisdiction. (Fair-share fee payers are welcome to join the union if they would like to be able to vote on this proposed contract.)

Members of the CUE bargaining team will work with CUE's statewide executive board to expedite the contract ratification process. The current projection is that by mid-January the contract vote will occur. Any distribution of wages to the jurisdiction is contingent upon the outcome of the ratification process.

Heartfelt thanks to the exceptionally talented and committed CUE bargaining team members, and to Mediator Paul Roose for an outstanding job, and to the UC team.

CUE Team Members present were: Norine Shima and Kathi Young, alternate (UCB/OP); Mary G. Higgins and Alice Guillory, alternate (UCSF); Mary Jo Kelly (UCDMC); Kevin Parks (UCSC); Bert Thomas and Lyn Kelly, alternate (UCLA); Dorthea Stewart (UCSD); Cynthia Norman (UCI); Melinda Gandara (UCSB) and Stacey Fullwiler (UCR); and chief negotiator Amatullah Alaji-Sabrie.

UC Team members present were: Susan Wright (UCSF); Lynne Thompson (UCLA); Kenneth Robbin (OP); Ken Phillippi (UCB); Shada Kuba (LBNL); Patty Donnelly (OP); and chief negotiator Peter Chester.
