Dear CUE Statewide,
All non-probationary, career clerical employees at UC can use up to 24 hours a year of paid time off for training that is job- or career-related (related to any UC career, e.g. computer courses, language studies, labor studies, etc.). If you have not used all 24 hours this year, you can roll over up to 24 of those hours to use in 2008. However, you must give your supervisor a note by *November 1* requesting this and these request should not be unreasonably denied.

I am writing to request ____ hours (you may transfer up to 24 hours) of my unused 2007 Training and Development hours be carried over to 2008 per CX Article 38, Training and Development (see Article 38, Section A.1.a.); this will increase my 2008 balance to ___ (add transferred 2007 hours plus the 24 hours/year we have negotiated for 2008; NOTE: this balance cannot exceed 48 hours) hours.

Q: I have already used 10 training and development hours during 2007; can I carry over 24 hours to 2008?
A: No, the total number of Training and Development hours per calendar year is 24. You are only able to carry forward 14 hours (10 hours were already approved and used during the 2007 calendar year).
Q: I have not used any Training and Development hours during calendar year 2007. Can I carry forward 16 hours per Article 38 §8a?
A: You are entitled to carry forward 16 hours PLUS 8 additional hours for calendar years 2007 and 2008 (see §8b). That means 24 hours can be carried forward in 2006 and 2007 no later than 1 Nov 2006 and 1 Nov 2007 respectively.
Q: I found a great seminar that I would like to attend, who pays the registration fee?
A: The provisions under Training and Development do not provide for the funding or registration of classes/seminars; it only allows for paid release time to attend a job related or University career related training and development class. You can always inquire if your department or unit will pick up the registration costs and/or apply for any scholarship/fee reductions available from your HR department.
Q: My supervisor denied my request for training and development and did not give me a reason why. What do I do next?
A: You may appeal the decision in writing within 10 days of the denial to your department head. Your department head should respond in writing within 10 days explaining why the request was denied. If he/she fails to provide a written response within 10 days, you may file a grievance in order to receive a response.
Q: How much advance notice should I give my supervisor for a training and development program I would like to attend?
A: You should provide your supervisor with as much advance notice as possible. Due to staffing considerations, a 2-week notice is the least amount of time you should consider. We encourage you to plan ahead and notify your supervisor that you are looking into using your training and development hours.
Q: I carried over 24 unused training and development hours to 2007, what does that mean for 2008?
A: If you carried 24 hours from 2006, you added them to your 2007 calendar year (24 hours) for a total of 48 training and development hours. However, if you haven t used them by Nov. 1, 2007, you can only rollover 24 hours into 2008 and ONLY IF YOU REQUEST YOUR SUPERVISOR TO ROLL THEM OVER IN WRITING BEFORE NOV. 1ST.
