Between August 1998 and December 2000, CUE negotiated its first contract with UC. Many issues arose and were settled in separate agreements. Read about the history of our first negotiations here.
Between May 2001 and May 2003, CUE negotiated improvements to its first contract with UC.
Between August 2003 through May 2004 CUE reopened the contract on three articles: Wages, Parking, and Benefits.
Negotiations ended in impasse, mediation, and finally fact-finding before UC imposed its last, best offer.
Between July 2004 and December 2005, CUE engaged in successor negotiations on improvements to the whole contract.
Impasse in those negotiations led to mediation between the parties which resulted in a tentative agreement ratified by CUE members on 2/15/06.
In 2006, UC proposed changes to staff pension benefits mid-contract, necessitating immediate
negotiation. Because these proposed changes would affect all staff, an unprecedented coalition
bargaining team was organized comprising members from CUE, AFSCME and UPTE. This UC Union
Coalition (UCUC) Bargaining Team met repeatedly with the University beginning October, 2006.
By May, 2007 with more than 60,000 UC Union members putting tremendous pressure on the University
over their planned pension paycuts, the University announced a delay in their proposed

In 2008, UC & CUE began successor negotiations on improvements to the whole contract using Interest
Based Bargaining (IBB).
