2008: Bargaining Report #4: June 5, 2008, Kaiser Center, Oakland, California

CUE formally demanded to bargain the implementation of the START Program at the June 5th session. The June 5 session was the first bargaining date after the Regents' approval in May of the amendment to UCRP to allow for the implementation of START.

Please be advised that CUE is currently in negotiations with UC regarding START2. The sign up date has been extended for eligible CX unit members, whose department is participating in the program, pending CUE's negotiated agreement.

BECAUSE OF UC'pS May 13th, 2008 notice to CUE, the process of negotiating the START2 program has been compressed. The bargaining team added START2 to the June 5, 2008 agenda and formally demanded to bargain. The final program guidelines were requested by CUE after the bargaining session. UC only provided the final START Guidelines and (participant) contract on June 20, 2008. This topic was also discussed at the June 26-27, 2008 bargaining sessions.

Currently the Bargaining Team, the Statewide Executive Board and the CUE legal team is reviewing the contract and program features for START2. This analysis will be developed into pro and con statements and sent out to the jurisdiction.

CUE's intention is to protect clericals – both those who participate, and their coworkers in the same location -- against any negative impact from START2 participation. CUE is reviewing contract and program guidelines to ensure that it is fair for all bargaining unit (CX) Clerical and Allied Services participants.

UC and CUE will be in negotiations again in Oakland on July 8th and 9th. If you would like to observe bargaining, please contact your local union office. You will be notified of the results of these negotiations. Please stay tuned for further information.
