2008-09: Bargaining Report #21: May 22-24, 2009

UC Irvine 4/22-4/24:

The CUE bargaining team met with UC's team at UC Irvine April 22-24. On May 4, 2009 we reported on the wage proposals that were exchanged. UC's wage proposal was part of a package proposal with the stated condition "Contingent Upon Agreement of all Outstanding Articles" with an expiration date of June 30, 2009. The package proposal offered current contract language to 38 outstanding articles. The proposal also includes Articles 12, 21, 38, 41 that have already been tentatively agreed upon by CUE and the University as well as proposed new language for Articles 6, 33, 45. UC's package included new language proposals to Articles 26 and 42 previously passed to the CUE team. UC's University Benefits proposal (Article 42) as written would give UC total control over our pension contributions. The CUE team did not agree to the UC proposal, and passed our counter-proposal for University Benefits on April 23, 2009.

Additionally, the CUE team agreed to current contract language on 11 of the outstanding 38 articles. As previously reported, the CUE team presented a wage proposal that can be viewed on the CUE web site (WAGE PROPOSAL). Another economic proposal given to UC by the CUE team was Article 35, Shift Differential.

Peter Chester, chief negotiator for the University, suggested that we deviate from the "interest based bargaining" process and instead return to a more traditional bargaining process in order to meet the stated condition, for the University's Package Proposal #1.

Other bargaining issues discussed and negotiated during these sessions dealt with proposed changes during the status quo on the Irvine campus. Reporting on the next set of bargaining sessions 27-- 29 of May in Davis and 1 -- 3 of June in Oakland at Office of the President will be distributed in the near future.
