Bargaining Update #14: Dec. 10-12, 2001
CUE and UC bargained once again on December 10-12 in Berkeley at the CUE
statewide office. We discovered that the recently announced "hiring freeze"
is being implemented unevenly, and that while some locations have instituted
the freeze, not all have done so. In general, UC intends to deal with budget
cuts from the state in the following ways:
- defer summer instruction
- limit faculty and staff increases
- constrain student growth
- increase student fees
- target cuts to programs which have recently received augmented
budgets
We asked about rumors regarding salary cuts and we told UC that we would not
accept salary cuts, as we consider their current wage offer to be a virtual
reduction in salary for clericals. The UC bargainers said that no salary
cuts were planned.
We gave UC a proposal for new language on the "no strikes" article that differs
from the language in the recently expired contract. UC gave us new language on
subcontracting. Lengthy discussions on contract language for arbitration,
parking, and grievance procedure brought no agreement on these articles.
We will meet again on January 22, 2002. We hope the break will give UC
opportunity to formulate reasonable proposals, and our upcoming
negotiations will be more fruitful.
