The CUE bargaining team met with UC negotiators in San Diego June 20
to June 22 and in Oakland June 29 to June 30, 2000.
For the fifth bargaining session since CUE presented a revised proposal
on May 12, UC has refused to bargain clerical wage increases.
CUE passed a new milestone this week reaching final agreement on the
hard-fought work rules article. We achieved our primary goal of
restricting any new or changed work rules to those that meet the
standard of "reasons of bona fide business and or health and safety
necessity."
This means that supervisors and managers may not create frivolous and
unnecessary work rules. This progress was made possible because of
your continued support in fighting work rules over the last year, but we
have larger issues still ahead.
There are a number of critical issues outstanding, such as Grievance
and Arbitration, Parking, Hours of Work, and Multiple Appointments.
One of the most threatening issues remaining is today's demand from
the University on background checks. UC maintains that they have the
right to conduct background checks on every employee. The types of
background checks they might conduct include criminal records, credit
history,
and any other type of check they deem necessary. Are your responsibilities
on the job described by any of the following criteria?
- The position requires master key access to residences and other
facilities.
- The position has direct responsibility for care, safety, or security of
humans.
- The position has direct access to or responsibility of cash, checks, or
University
property disbursement or receipts.
- The position has extensive authority for committing financial resources
of the institution.
- The position has direct access to controlled substances.
- The position has responsibility for operating vehicles, machinery, or
toxic substances that
could cause injury or health problems.
- The position requires a professional license, certificate, or degree.
- The position has direct access to information affecting national
security.
If so, UC says that you may be subjected to a background check, and the results could be used to deny you a transfer, promotion, or even your continuation in the job you currently hold.
We urge you to join CUE. With your continued support we can successfully
repel this invasion of your privacy and your job security.
UC and CUE will continue to bargain July 13 and 14 at UCOP in Oakland.
