SUMMARY: CUE and UC came to agreement on some UC policies regarding email access, whistle-blower protection, and privacy of personnel files. But we continue to be far apart on issues that are the most important, including wages, non-discrimination, and work rules.
CUE continues to be dismayed by UC's insensitive response regarding issues which are profoundly important to UC's clerical employees: non-discrimination; violence in the workplace; attendance standards, background checks, and dress codes (which UC lumps together as work rules); and, of course, wages. UC continues to insist that it will not
accept internal remedies for problems of discrimination, and wants nearly full authority to implement or change work rules arbitrarily.
We reached agreement on UC policies which protect the employee's email access, whistle-blower rights and the privacy of our personnel files. The policies, in their current form, will apply to clericals unless UC makes changes that equitably apply to all University employees.
CUE feels that violence in the workplace is a pressing and important issue that clericals face daily, and originally proposed a separate article in the contract to deal with it. UC is pressuring CUE to incorporate protections against violence in the workplace in the list of other UC-wide policies.
We were surprised to learn that, ironically, there is no systemwide policy on violence in the workplace. The CUE team noted that UC is pushing background checks as a way to insure employees' safety, yet at the same time is not willing to acknowledge the need to insure safety of clerical employees confronted with violence on the job.
We bargain next in Oakland on February 9, 10, 11, 2000, where we will continue discussions on wages, and other important matters.
