CUE negotiators met with UC in Oakland on September 24 & 25, 1998.

Comp Time: Although UC had notified CUE of their plans to eliminate comp time accrual, we are pleased to report that UC has now agreed that comp time will continue to be paid or banked as it has been until now. This continues the status quo, just as we had demanded. This is an interim agreement only. CUE hopes to make improvements in the overtime language when we bargain on it -- for instance, pay or comp time should be the employee's choice.

Catastrophic leave: After pressure from UC clericals and the community, and email messages from every campus, UC has conceded that catastrophic leave and parking are two unrelated issues, and has agreed to separate them for the purposes of bargaining. Therefore, we came very close to agreement on a systemwide leave-sharing plan that is not tied to parking rate increases.

In the end UC refused to budge and would not guarantee that leave-sharing programs would be available at all campuses and locations. CUE reluctantly left the table with this issue unresolved. Although CUE is willing to be flexible about local variations in leave-sharing plans, our bottom line position is that some form of leave-sharing should be available to UC clericals at all locations.

Parking: CUE expressed our desire to accept the pre-tax parking payment plan, but UC would not agree to this. We also discussed some of the existing problems with UC parking, and suggested solutions which included having safe and adequate parking and agreeing that parking fees will not increase at a faster rate than salaries. UC is considering the issues we've raised, and it is on our agenda for the next meeting.

We will meet with UC at the Irvine campus on October 7 & 8, 1998.
