2003-2004: Reopener Bargaining Update #5: December 3-4, 2003, Santa Barbara, CA
- CUE puts package on the table for wages (including equity adjustments for Library Assistants and others),
for health insurance, and parking rates.
- UC releases new financial information.
- Support petitions are circulating, and your signature is needed!
CUE met with UC on the Santa Barbara campus on December 3rd and 4th
2003, and the bargaining team was met by a lively rally on the closing day,
where CUE members were joined by members of the UAW and UPTE and by
many students.
CUE provided UC with a package of counter proposals for wages, benefits and
parking. UC must now either accept the package as a whole, or reject it all.
Our package includes:
- a 1% across-the-board cost of living increase and a half-step merit;
- a full step to be added to each classification;
- moving the money from incentive awards into base salaries;
- equity for library assistants and police dispatchers;
- no increase to parking rates;
- no increase to health insurance costs.
(Note: LBNL wages are to be bargained separately.)
UC provided CUE with responses to our information request on wages, with
the
financial report for 2002-03. The annual report contains information on
the University's financial statements, including revenues, expenses, changes in net
assets, and cash flows. The report, now being analyzed by CUE, is located at:

CUE presented a summary of outstanding information requests, which were
reviewed and compared with UC. CUE will be submitting a revised list based
on that discussion.
UC proposed an equity increase for UC Riverside dispatchers, and presented a
survey of salaries for the dispatchers. However, the salary survey was limited
to a UC system-wide survey which was not based on comparison with
dispatcher salaries in the surrounding communities. CUE's bargaining team is
currently reviewing components of the UC Riverside proposal.

Thursday rally, along with the many individuals who have signed the petitions
being circulated state-wide -- one supporting CUE's overall bargaining goals
and one focusing on the need for equity adjustments for Library Assistants. If
