CUE met with UC at the Davis campus on November 4, 5,
and 6, with CUE continuing to press for improvements
in wages, benefits, and parking.
On November 4, CUE's presentations were from 2 Library
Assistants (Joanne Murray (UCSB) and Linda Moser
(UCD)), who gave personal testimonials regarding the
multitude of skills and responsibilities they have
developed over long years of service in UC libraries
-- skills that they and other Library Assistants use
on their jobs every day. Discussion continued
regarding a Library Assistant salary survey that UC
provided CUE, with the union questioning the
methodology used to compile that information. To
support CUE's concern with the extreme salary lags
for Library Assistants, CUE presented UC with volumes
of signatures on the union's Library Assistant
petition.
UC has failed to respond to requests from CUE for
data that is necessary for CUE's ability to engage in
prompt and effective bargaining. For instance, CUE
has not received demographic information that we
requested on September 29, relating to bargaining on
benefits.
On November 5, CUE addressed the issue of benefits.
UC seemed to have difficulty in understanding the
intent and impact of CUE's proposals. UC's apparent
confusion notwithstanding, CUE is sticking to the
position of NO INCREASES to health insurance co-pays
or premiums.
CUE gained an enormous victory for Police Dispatchers
at the Davis campus by agreeing to an equity increase
of 17% for those workers, who have not seen an
increase for 2 years. The increase will be
retroactive to July 1, 2003. Unfortunately, UC
refused to sign a side letter agreement that would
allow these workers to receive this increase before
an overall contact is signed. CUE and UC plan to
discuss salary increases for the Riverside and
Berkeley Dispatchers at the December bargaining
session. UC refuses to discuss salary increase for UC
Irvine Dispatchers, stating that there is no
recruitment or retention issue at that campus.
On the last day, we discussed parking and learned
that UC has no intention of linking clericals'
parking fees to salary bands, as we proposed. UC
maintains its position that it will actually increase
parking fees in some locations.
CUE raised a concern that CUE's email communications
are not being delivered to our entire jurisdiction.
UC promised to work closely with CUE to address this
continuing problem.
CUE will meet next with UC at the Santa Barbara
campus on December 3, 4, and 5.
