2003-2004: Reopener Bargaining Update #2: October 9-10, 2003, Irvine, CA

As you may know, CUE and UC are in negotiations on three issues: wages, parking, and health benefits. These three articles have been "reopened" for bargaining language changes that will be effective the last year of the 2001-04 contract. We hope to attain economic gains in all three areas.

The CUE team put forth a parking proposal that instituted the notion of tiered pay rates, no increases in parking rates for 04-05, and rebates for non-parkers (alternate transportation).

In the area of benefits our proposal incorporates no increases to premiums, co-pays, and the idea of returning to include one, fully paid, employer health plan, while also achieving some relief for employees in rural areas, whose provider options are especially slim.

In the area of wages CUE proposed a range adjustment of 3% Cost of Living, plus the addition of one full step at the top of each range, 5% higher than the highest existing step, effective 10/01/2003.

Other components of our wage proposal addressed the elimination of incentive awards, equity adjustments for classifications that have been historically left behind.

Additionally, we introduced the concept of utilizing the Assistant IV series at every campus, hospital, and laboratory.

Finally, one area that has been lagging in compensation is for those employees working alternative shifts. CUE proposed compensating those individuals with an additional 15% over their hourly rates, and for graveyard shift 20% over their hourly rate.

CUE will next meet with UC in San Francisco, at Laurel Heights, on October 21 and 22. Additional bargaining dates have been scheduled for 11/4, 5 and 6 and for 12/3, 4 and 5, location to determined.
